魁北克省长Legault近期在法国访问,在与法国总统Macron会晤期间他表示,尽管魁北克计划削减20%的移民数量,但仍然希望更多的法国人或是欧洲人能够移民魁北克。对于魁北克之前的移民状况,Legault并不满意,他认为新移民中有太多不符合条件和不会说法语的人。
但是Legault的这番言论与其过去针对移民政策方面的陈述相矛盾。在去年魁北克省选前,Legault曾批评魁北克在甄选移民时过多的强调法语技能而忽视了劳动力条件。2017年12月,Legault曾向CBC表示,我们需要对劳动力市场的需求做出回应,并承诺会给予新移民3年时间来通过法语考试。
而魁北克自由党移民和经济评论家Anglade则认为,Legault的言论前后不一。她对CBC记者表示,不理解为什么Legault在魁北克说了很多年的事情,到了法国就变成了不同的说法。根据CAQ所设定的移民计划,魁北克今年的新移民接收数量将从去年的5万人缩减至4万人,这1万人的削减范围也包含法裔移民。Anglade认为,来到魁北克之前会法语可以帮助新移民更好的融入,但这并不是必须的。
魁北克在面临劳动力严重短缺问题的同时削减移民数量,或将限制魁北克未来经济的增长,一些经济学家对这一现象表示了担忧。
Anglade还提到,魁北克各行各业都需要劳动力,包括一些没有技术门槛的工作。对于技术类、餐饮业、农业等领域工作的人来说,魁北克在未来10年内需要填补130万个就业岗位。魁北克应当让移民多样化,需要考虑到出口贸易以及国际关系等因素,这会对魁北克经济有所帮助,不同文化背景的多样性也十分有意义。

Why does Quebec want to reduce immigration while taking more French/European citizens?
1. Quebec has a huge deficit in workers, lots of jobs available now.
2. Quebec needs immigrants who can start working right-away, hit the ground running.
3. French, Belgian, Swiss and other European diplomas are recognized by Quebec and have "equivalencies" (standardization) with Quebec.
4. French but also other Europeans already speak French, ready to start a job immediately
5. French and other Europeans work experience share standards used by Quebec, ready to work, experience recognized right-away.
6. French and Europeans coming here have financial resources to settle here, enough for a few months rent and furniture and food, can support themselves.
7. Lots of French owned businesses in Quebec, so "trading personnel" makes people ready to work faster and many have a job in Quebec even before leaving France.
Lastly, France is a very multicultural society, Africans, Arabs, Asians, Eastern Europeans... Many who come to Quebec are from cultural minorities in France.
Right now, Quebec has a jobs problem to fix quickly. The urgency of the problem calls for "ready to work" immigrants with little to no need for "integration". Europe is one of the few place right now that can provide French speaking, "hit the ground running" workers.
Quebec's new Premier is an accountant by trade and a former CEO, he doesn't care about races, he only cares about cost!!!
