Can we deal with this news without calling Quebecers racists?

Why does Quebec want to reduce immigration while taking more French/European citizens?

1.    ⁠Quebec has a huge deficit in workers, lots of jobs available now.
2.    ⁠Quebec needs immigrants who can start working right-away, hit the ground running.
3.    ⁠French, Belgian, Swiss and other European diplomas are recognized by Quebec and have "equivalencies" (standardization) with Quebec.
4.    ⁠French but also other Europeans already speak French, ready to start a job immediately
5.    ⁠French and other Europeans work experience share standards used by Quebec, ready to work, experience recognized right-away.
6.    ⁠French and Europeans coming here have financial resources to settle here, enough for a few months rent and furniture and food, can support themselves.
7.    ⁠Lots of French owned businesses in Quebec, so "trading personnel" makes people ready to work faster and many have a job in Quebec even before leaving France.

Lastly, France is a very multicultural society, Africans, Arabs, Asians, Eastern Europeans... Many who come to Quebec are from cultural minorities in France.

Right now, Quebec has a jobs problem to fix quickly. The urgency of the problem calls for "ready to work" immigrants with little to no need for "integration". Europe is one of the few place right now that can provide French speaking, "hit the ground running" workers.

Quebec's new Premier is an accountant by trade and a former CEO, he doesn't care about races, he only cares about cost!!!
